The Grey Council was set up by Valen to help balance the different factions of Minbari. This was done so that each caste would have an equal say in matters.
The starfire chamber is indicative of a past where more violent solutions were accepted policy. Valen took the starfire tradition, and incorporated it into the setup for the council itself. This symbol of the past incorporated into the new governing structure, allowed for it’s better acceptance.
The Light is the focal point of the starfire chamber, where decisions are made, and truths revealed. The Darkness is the area outside the starfire focal point full of uncertainties and confusion. The Grey Council exists and stands between these two points to resolve the questions and uncertainties, and thus prevent the starfire sacrifices from having to occur again.
When the events of “Moments in Transition” are viewed with better understanding of what the relation of the Grey Council was with the starfire chamber, the chambers’ use is unavoidable once the Grey Council is no longer standing between the darkness and the light.

The Starfire weel are together with the Dreaming and the rigid cast system things that point to the fact that the Minbari are a society with very old, some would even say primitive, roots. Who knows what way the Minbari would have gone if Valen hadnt united them.
